Summary of the House Committee Version of the Bill

HCS SCS SB 103 & 115 -- PUPIL RESIDENCY WAIVERS

SPONSOR:  Bartle (Yates)

COMMITTEE ACTION:  Voted "do pass by consent" by the Committee on
Elementary and Secondary Education by a vote of 11 to 0.

This substitute permits school boards to convene a committee,
rather than a meeting of the full board, to hear pupil residency
waiver requests.

FISCAL NOTE:  No impact on state funds in FY 2006, FY 2007, and
FY 2008.

PROPONENTS:  Supporters say that although there is precedent in
statute for a committee acting with final authority for the full
board of education, there is no specific grant of authority to do
so for residency waiver hearings.  Having clear authority will
mean speedier hearings, so students who need to be in the
classroom can be enrolled faster.

Testifying for the bill was Senator Bartle.

OPPONENTS:  There was no opposition voiced to the committee.
